Mrs. Irene Odokai Messiba is a Civil Servant with over two decades of expertise in public sector budgeting, gender-focused planning, social accountability, and citizen engagement in local governance. She currently serves as a Director at the Ministry of Works,Housing and Water Resources leading the development and execution of sector policies, strategies, and budgets as well as monitoring and evaluation of programmes and projects.
Her previous role as Director at the Ministry of Transport saw her focusing on strategic policy formulation, planning, and performance oversight. Mrs. Messiba has successfully managed key initiatives, including the Transport Sector Improvement Project (TSIP), the National Electric Vehicle Policy, and urban mobility projects, demonstrating her capacity to deliver impactful transportation solutions.
Mrs. Messiba is adept in cross-sector collaboration, legislative development, and stakeholder engagement. She has led multidisciplinary teams and facilitated government reform initiatives, including social accountability programs and capacity-building efforts supported by the World Bank during her tenure at the Ministry of Local Government and Rural Development. Her areas of expertise include public sector reform, resource management, and financial analysis.
As a thought leader and lifelong learner, she actively participates in international forums, having contributed to ICAO Civil Aviation Negotiations, the ICAO Traveler Identification Programme Symposium, and the UNFCCC Conference of Parties. She is also an accomplished entrepreneur with a proven track record of managing diverse ventures.
Mrs. Messiba holds a Post Graduate Certificate in Economic Risk Management from the University of Ghana Business School, a Postgraduate Diploma in Public Administration from GIMPA , an MA in Economic Policy Management from the University of Ghana and a B.A. in Economics from the University of Ghana. Her academic foundation is complemented by GCE O’ and A’ Level certifications from Achimota Secondary School.
